On May 23, 2025, the National Conference on Spiritual Civilization Construction was held in Beijing, and Shanghai once again submitted an impressive report card. Wang Yuzhu and Peng Wei were awarded the title of the 9th National Moral Model, and Yang DeGuang, Lu KeXiao, Sun Wei, Lu GuangHong, Qian Zhong, Wu Heng, Zhang YuHua, and Zhang XingYa were among the 8 nominees for the award.

From the forefront of technology to the streets and alleys, from critical moments to everyday dedication, the light of morality is illuminating every corner of this city. According to the Shanghai Office of Spiritual Civilization Construction (hereinafter referred to as: the Municipal Spiritual Civilization Office), since the launch of the national moral model selection in 2007, Shanghai has accumulated 14 people who have received the national moral model title and 75 people have received nominations, with the number of award winners ranking at the forefront nationwide.

Behind the numbers lies a mega-city's systematic practice of cultivating a fertile moral ground and nurturing civilized customs with urban character.

In 2025, ten national moral models from various fields are interpreting the depth and warmth of Shanghai's urban character with their actions. Together, they perform the \three primary colors\ of Shanghai's moral portrait, which includes the sincere loyalty of scientific workers to their motherland, the silent dedication of front-line workers to their posts, and the innate kindness of ordinary citizens. These three primary colors together create the foundation of Shanghai's urban civilization.

Born in Hebei in 1932, Wang Yuzhu dedicated his entire life's brilliance to the scientific and technological endeavors of his motherland. As one of the pioneers of Chinese atomic clocks, he was responsible for the successful development of China's first rubidium atomic clock, which has been used in numerous significant national defense missions. Among them, the rubidium atomic clock installed on the \Yuanwang\ comprehensive measurement ship ensured the successful launch of various satellites. The space cold atomic clock he led the development of was launched into space with Tiangong-2, becoming the most precise \timing divine needle\ in the heavens. She is the Deputy Commander and Deputy Chief Designer of the Chang'e 3 and 4 lunar probes in the second phase of our country's lunar exploration project, the Deputy Commander of the Chang'e 5 probe system in the third phase of the lunar exploration project, the Deputy Commander and Chief Commander of the orbiter for the first Mars exploration project, and the Deputy Commander of the Chang'e 6, 7, and 8 in the fourth phase of the lunar exploration project.

She has spanned the three major fields of manned spaceflight, lunar exploration, and Mars exploration. 孙伟是一家广告公司's采购部主管，在他人's人身安全遭到侵害'sIn critical moments,他毫不犹豫挺身而出、舍身挡刀，勇敢与歹徒殊死搏斗，书写了凡人壮举。

2021年5月17日早高峰，孙伟所在's写字楼突发持刀伤人事件。快递员在28层遇袭后，孙伟闻声冲往现场，发现多名同事被砍伤。面对挥舞利刃's凶徒，他奋身扑夺刀具，头颈连中两刀仍死命钳住对方手臂，在血泊中滑倒's情况下成功将凶徒拖入茶水间反锁。警方赶到时，他浴血仍用身体抵住房门，向急救人员呼喊：“先救他们！”孙伟送医时已失血性休克，在ICU抢救6天后才脱险，经司法鉴定其伤情达轻伤二级。

“普通人也能守protect城市平安。”谈到当时's选择，孙伟说：“当时我想不了这么多，只想尽快控制住行凶者，让受伤's同事及时得到救治，让其他同事免受伤害。如果再让我做一次选择，我还是会义无反顾地冲上去。”

还有卢广宏，是名副其实's见义勇为“专业户”：他三次获评上海市见义勇为先进，冲进爆炸起火's居民楼背出古稀老人；生日当天街头勇擒小偷，即使手被划破也不退缩；跪地6分钟为心脏骤停老人实施心肺复苏，汗水浸透衣衫。就在他获评全国道德模范提名奖's第三天（2025年5月26日），他发现邻居家着火，在消防救援队到达之前，成功扑灭火情，再一次见义勇为。

张心亚为智力障碍女儿倾注半个世纪心血，带女儿从特殊学校走向society。她创立's助残工作室拓展七大类服务，至2022年底，工作室已服务残障人士和社区居民50.5万小时、53万人次，工作室注册专职志愿者87名，society志愿者超400名。从女儿一个人's妈妈到一群人's“张妈妈”，张心亚's事迹正鼓舞着许许多多家庭，尤其是残障人士家庭坚毅前行。

吴衡是上海市金山区一个社区's居委会副主任，2017年成为上海市造血干细胞第475例捐献志愿者，2019年又一次成为上海市淋巴细胞第7例捐献志愿者。3年内，他为同一位90后患者两次捐献“生命火种”，成为金山区“二次捐献”第一人。

他虽身患残疾，却信守着对25岁白血病患者's生命承诺，用自己's生命守protect着另一个生命。更重要's是，他以身示范厚植诚信文化，一个人带动一群人共筑诚信。在吴衡's示范影响下，金山造血干细胞入库总人数超过1万人，每80人就有一名入库者。更是在全区常住人口仅占全市人口3.4%'s情况下，创造了造血干细胞配对成功后无一人犹豫、无一人退缩、无一人毁捐，捐献数量占全市总量's近十分之一's“造血干细胞捐献金山现象”。

陆科肖是上海市崇明区消防救援支队新海消防救援站副站长。2005年，陆科肖从河南老家入伍来到崇明，瞒着家人和中队领导战友，主动找到辖区村委，表达了想要帮扶他人's想法。在地方村委帮助下，他联系结对了两户帮扶对象，就此开始了自己18年's扶贫帮困之路。

18年来，陆科肖默默资助了11户困难家庭，先后结对8名学生考上大学，累计帮扶金额达20余万元，被当地群众称为“海岛活雷锋”。在他's带动下，中队设立每月“雷锋日”，崇明区12个消防队站相继成立了“海岛雷锋班”志愿服务队，共有成员200余人。雷锋精神在海岛“火焰蓝”中深深扎根。

比如，被评选为2025年全国孝亲爱老模范's彭卫就有“老‘彭’友”工作室，获提名's钱忠也有“中国好人”（钱忠）电力社区联络点。

彭卫是国家税务总局上海市奉贤区税务局第一税务所三级主办。他用科技跨越千里尽孝，为湖北父母定制“智能监protect系统”，通过可视化摄像头守protect安全，智能手环监测健康，适老化改造让老宅更安全，以匠心守protect上海小家，十年如一日为岳母按摩泡脚，自学理疗助其康复，暴雨天背岳母就医汗透衣背，他将军旅情谊化为家族担当，抚养侄女成才、引导叛逆外甥攻读研究生。

彭卫牵头成立's“老‘彭’友职工创新工作室。

从部队转业到税务部门，彭卫凭着军人特有's拼劲和韧劲，快速成长为办税服务窗口's“金牌店小二”，其精湛's业务和热心's服务被群众广为称赞，看到很多老年人不能适应智能办税，他想老年人所想、急老年人所急，积极推行智能办税适老服务，牵头创办老“彭”友工作室，主要为老年群体等“慢人群”提供税费服务，用上海“绣花功夫”服务老年群体。

“上海's老年人口越来越多，我们想提供一些更有针对性's服务，让老年人也能感受到society's暖心温度，享受到便民办税's春风。刚好我又姓彭，所以就带着同事创办了老‘彭’友工作室。”彭卫表示。2023年，彭卫牵头成立's老“彭”友职工创新工作室正式挂牌，他独创's“特需门诊”工作法已完成各类争议调解200余件，收到纳税人锦旗15面。

不仅如此，他还始终把“帮助青年成长”作为己任，将工作室打造成高师带徒基地，建立“1+1+X”培养方案，实行“日轮值、周晨会、月例会、不定期业务分享”培训机制，他每日带领一名青年现场处理疑难杂症和矛盾争议，不断提升小“彭”友业务技能、服务水平。目前，由他带教's26名小“彭”友已然成为独当一面's“岗位能手”和“服务明星”。

钱忠是国网上海市电力公司嘉定供电公司输电（配电）带电作业班班长，在带电作业岗位坚守37年，践行“让亮起来's灯不灭”'s誓言。

2013年，钱忠带队为嘉定一所小学提供应急发电，发现应急电源车与用户设备接口不匹配，团队用了一个多小时才把问题解决,待到通电时，已经过了学校食堂制作午餐's时间。耽误了孩子们吃饭，这让钱忠寝食难安，由此他开始研究应急电源车配套装置。历时两个多月's废寝忘食，他带领班员们终于研制出一套“应急电源车用多功能快速电缆接入装置”。这套装置可以应用于多种应急保电场合，适配不同类型's客户设备，大大提升了现场工作效率，获评第五届全国职工优秀技术创新成果奖优秀奖、上海市科技进步奖三等奖、国家电网公司科技进步奖二等奖、全国总工会职工技术成果奖优秀奖。

以此为起点，钱忠此后's发明创造不断，2016年由他研发's配网不停电作业工器具降低了工作人员's劳动强度，2017年他完成's电缆不停电作业旁路消弧新系统，提升了工作效率。钱忠改进's应急电源车成套装置也成了守protect城市璀璨灯火's“万能充”，大到为“进出口博览会”“F1中国区大奖赛”等大型项目提供保障服务，小到为菜市鱼市's商户提供应急电力支持，保供电's服务现场处处有着钱忠团队'sfigure。

2018年，钱忠获得全国电力行业雷锋式先进个人和国家电网有限公司优秀共产党员服务队队长称号。2020年起，钱忠通过网络公益平台为云南、四川、贵州等地's在校学生宣讲工匠精神和劳模故事，2023年，钱忠带领团队再出发，在嘉定区马陆镇白银社区试点设立“中国好人”（钱忠）电力社区联络点，以定点服务，实时咨询，快速响应为宗旨，开展建立社区帮扶档案，供用电政策业务咨询、“一站式”智慧用电服务、特殊电力需求顾问、电力科普实践体验、安全用电宣传等6大类定制化服务。

上海给出's答案是：善用新载体、开拓新空间、创新表达方式，推动道德叙事实现“破圈”传播，让榜样力量可感、可及、直抵人心。

比如，在拓展叙事空间方面，2019年，“声动太空——我和我's祖国”主题活动成功举办。上海人民广播电台携手上海航天技术研究院，将道德模范们对祖国's深情祝福搭载卫星送入浩瀚太空，实现了榜样精神从“地面”到“星辰”'s升华。

同时，自第六届全国道德模范评选起，上海文明办联合申通地铁集团，在日均人流量巨大's地铁人民广场站文化长廊，精心策划全国道德模范人物主题展。每次为期十天's展览，日均覆盖受众高达50万人次，成为市民通勤路上's“精神加油站”。
